SDPA Federal Priorities
Pharmacy Benefit Manager Reform
- Pharmacy Benefit Managers (PBMs) have long played a role in inflating drug prices to patients through unregulated control of the supply chain. SDPA supports legislation aimed at increasing transparency, delinking reimbursement, and limiting spread pricing tactics.
Utilization Management & Copay Reform
- SDPA supports legislation that will streamline and limit utilization management practices such as prior authorizations and step therapy; as well as ensure that all copays count towards patient’s cost sharing requirements for their plan.
Inflation Reduction Act & Drug Price Negotiations Reform
- In August of 2022, congress passed the Inflation Reduction Act (IRA). Within this large bill included major health care reforms including the authority for HHS to negotiate drug prices with manufacturers for Medicare beneficiaries. However well-intended, we have seen that these savings don’t necessarily lower out-of-pocket costs to patients and have stifled biotechnological innovation in key markets. SDPA supports legislation that aims to protect innovation in immunology and new medicines coming to market, as well as continuing to support reform that increase access and lower out-of-pocket costs for patients.
340B Program Reform
- The original intent of the 340b program was for manufacturers to provide discounted medicines to hospitals in low-income areas and provide uninsured patients with access to care. Since then, we have seen fraudulent abuse of the 340b program with hospitals utilizing these discounted drug prices for well-insured patients and keeping the difference for themselves. This directly affects uninsured patients who may no longer have timely and affordable access to care. SDPA supports legislation that aims to increase transparency in the program, limit the use of out-of-state contract pharmacies, and make sure savings follow the patient.
CMS Medicaid and Medicare Reimbursements
- SDPA supports legislation that ensures timely reimbursement to practices and opposes any cuts to payments.
Increased Access to Telehealth
- SDPA supports any extension or expansion of access to telehealth services and reimbursement practices.
Increased Funding for Skin Health Research, Education, and Development
